15 January 2018

The government has approved the Procedure of Keeping the Unified State Register of Consumption Meters and Level Meters which companies producing and selling fuel must use, the Government Portal reports.

A unified register of fuel sales will be created in Ukraine

Whats at the core?

Pursuant to the Tax Code of Ukraine, effective 01.01.2018, companies producing and selling fuel must use consumption meters and level meters.

The Cabinet of Ministers has approved the procedure of keeping the Unified State Register of Consumption Meters and Level Meters for fuel stored in reservoirs, and the procedure of transmitting metering data from these meters to controlling authorities via electronic means of communication.

The resolution stipulates that:

- the State Fiscal Service (SFS) is responsible for keeping the Register;

- companies shall send electronic documents stating the volume of fuel sales to SFS on a daily basis;

- the Register shall contain information regarding controllers of excisable goods storage facilities, consumption meters and level meters (name, model, number), daily volume of sales and the balance of fuel for every reservoir and every product code;

- transitional periods have been established for the filing of information in the Register from manual filing to automatic transmission, depending on the volume of a reservoir (effective 01.07.2018 for reservoirs over 20 thousand m3, 01.01.2019 for reservoirs 1-20 thousand m3, 01.07.2019 for reservoirs under 1 thousand m3).

Whats in it?

It will help reduce the volume of shadow fuel sales and create fair conditions for all market players.
