The first phase of the Energy Ministry data audit ends

The first phase of data audit at the Ministry of Energy and Coal Industry of Ukraine, supported by Ihor Nasalyk and held in 2017 by a team of DiXi Group experts (Transparent Energy Sector project), jointly with TEXTY experts (TAPAS project) and with the support from USAID, has been completed, the Energy Ministry reports.

The first phase featured data audit of the Department of the Oil and Gas Complex and the Department of Nuclear Power and the Nuclear-Industrial Complex, which continued from July to December 2017. For that purpose, the auditors held seven meetings with the audited departments’ staff and analyzed data sets which are being published on the websites of the Ministry of Energy and Coal Industry and Energoatom NJSCEC.

A team of experts has analyzed the entire information they gathered, and prepared adapted and supplemented forms of data sets compliant with the International Open Data Charter’s requirements. 23 forms in the open data format have been developed in total, including 15 forms for the Department of the Oil and Gas Complex and 8 for the Department of Nuclear Power and the Nuclear-Industrial Complex. Also, 14 adapted forms concern compliance with the revised version of the Resolution 835 of the Cabinet of Ministers of Ukraine of 20 December 2017 regarding publication of information in the open data format. In accordance with this Resolution, the list of the Energy Ministry’s sets has been expanded from 4 to 47.

After discussing the first phase of the audit, the Energy Ministry’s management decided to approve the audit results and start the second phase of the departmental audit. Ihor Nasalyk stressed the intention to continue systemic work on improving transparency of the energy sector. Therefore, data audits will continue in 2018.

In addition, a training will be held for specialists of the Department of the Oil and Gas Complex and the Department of Nuclear Power and the Nuclear-Industrial Complex to improve efficiency of file handling operations.
