DiXi Group experts provide support to the Interagency Commission for PSA eng
DiXi Group representatives Olha Polunina and Roman Nitsovych were engaged as external experts providing support to members of the Interagency Commission for Production Sharing Agreements from the Verkhovna Rada and the Ministry of Energy and Environmental Protection. ENG
They prepared commentaries to applications, and were responsible for assessing integrity of companies.
On 1 April, after evaluating applications, the Interagency Commission for Production Sharing Agreements named and recommended to the government the winners of three tenders: EPH (Nafta), a European energy holding company, for the Okhtyrske and Hrunivske sites, and York Energy, a British-registered company, for the Ichnianske site. The government is expected to make decision regarding the winners within one month.
DiXi Group provided support to the Interagency Commission in the application evaluation phase. DiXi Group’s Research Director Roman Nitsovych and Manager for Sustainable Development Olha Polunina were engaged as external experts assisting members of the Interagency Commission from the Verkhovna Rada and the Ministry of Energy and Environmental Protection. They provided commentaries to applications. In addition, the Commission’s members received company integrity assessment reports made by DiXi Group experts on the basis of data from open sources.
“It’s not the first time when DiXi Group provided analytical support to the Interagency Commission, but for me, it was a new experience,” DiXi Group Manager for Sustainable Development Olha Polunina said. “It’s very good that the commission engages representatives of civil society as experts. Our cooperation increases trust in the government’s activity in the gas production sector and helps make the decision making process more objective and professional. And it also means that we are becoming a step closer to the disclosure of contracts, which beginning from 2021 must be done in accordance with the standard of the Extractive Industries Transparency Initiative, to which Ukraine is a member,” the expert said.
Assistance to the Interagency Commission for Production Sharing Agreements was provided as part of USAID’s Energy Sector Transparency project implemented by DiXi Group.
