The Draft Laws “On Commercial Metering of Utility Services” (No. 4901) and “On Energy Efficiency of Buildings” (No. 4941-д) will have their second readings tomorrow, June 22.
Experts from the Reanimation Package of Reforms (RPR) stress that if these draft laws are not passed by the end of this month, Ukraine will not get the EUR 100 mln financial assistance from the EU.
The experts note that these draft laws are crucial for effective operations of the Energy Efficiency Fund, whose launch is now one of Ukraine’s priorities.
The Draft Law “On Energy Efficiency of Buildings” sets minimum energy efficiency requirements for construction projects and establishes a Ukrainian system of certification for work-in-progress and completed construction projects according to energy consumption classes.
The Draft Law “On Commercial Metering of Utility Services” enables implementation of the overall individual metering of utilities supplied to residential buildings. Moreover, every consumer will now receive accurate information about their consumption volumes and may pay only for such actually consumed utilities. Therefore, the passing of this Draft Law guarantees fair charges.
