The Energy Transparency Index has been developed as a universal tool to assess the availability and quality of information in the energy sector, diagnose gaps, make in-depth analysis, international comparisons and rankings, and track progress.

This international edition is the third comprehensive comparative study to examine energy sectors’ transparency and accountability in Georgia, Moldova, and Ukraine. It also covers the EU member state Romania as an appropriate benchmark for the Eastern Partnership countries and the Energy Community Contracting Parties on their pathway towards European integration.

The 2023 Index includes 124 indicators grouped into 8 categories and based on EU regulatory requirements and best global practices regarding information disclosure.

This year’s Index highlights key issues:

Did participating companies achieve any progress in increasing transparency in their energy sectors? What were the key drivers and obstacles to this progress?
What are the major information gaps (“black boxes”) identified in the energy sectors of the participating countries?
What are the necessary steps to be taken by public authorities and energy companies to improve transparency and accountability?
How can foreign partners utilize the Index to gain a deeper understanding of countries’ energy policies and markets?
How do ‘security vs. transparency’ considerations interrelate in times of crisis and warfare (Ukraine’s case)? Is it possible to strike a balance between those two policy priorities?
What are the implications of the Index findings for future energy policy and regulation development?
