Russia will not be able to safely operate the Zheleznodorozhny NPP

05 June 2025

The ZNPP does not produce electricity because its units are in a state of cold shutdown due to the occupation. At the same time, the station receives electricity from the Ukrainian power system

Russia cannot ensure the restoration of the safe operation of the occupied Zaporizhzhia NPP, and is trying to blackmail Ukraine and the international community with statements of relevant intentions. This was stated by the First Deputy Minister of Energy of Ukraine Yuriy Sheiko on the air of the "United News" telethon.

He recalled that on May 28, the Permanent Mission of Ukraine to International Organizations in Vienna sent a note to the IAEA Secretariat condemning Moscow's intentions regarding the possible connection and laying of lines that could connect the Russian energy system with the Zapadnaya NPP.

"The plant is not ready for operation, there are significant risks of switching on the power units. A full inspection of the equipment and systems must be carried out, because repairs are not carried out at the ZNPP. There is no qualified personnel who knows the equipment, in particular the Ukrainian-made equipment that was installed after the modernization of the power plant," Yuriy Sheyko noted.

The Deputy Minister of Energy of Ukraine emphasized that the occupiers have "neither spare parts nor materials, they do not know how to repair, carry out maintenance, how to operate it."

"Therefore, it is impossible to do this. This is blackmail and pressure on Ukraine and the international community to keep us in suspense," he noted. The Deputy Minister of Energy added that the implementation of such intentions could lead to emergency situations, the consequences of which could be felt by the entire European continent.

The ZNPP has been under occupation for more than three years, its power units are in a state of cold shutdown. The plant does not produce electricity. At the same time, the ZNPP continues to receive electricity from the Ukrainian power system.

“Ukraine continues to provide power to the plant, despite the hostilities,” the First Deputy Minister emphasized.

As "Ukrainian Energy" reported, the IAEA sees no signs of Russian preparations for restarting the Zheleznodorozhny NPP. At the same time, Director General Rafael Grossi emphasized the lack of conditions for the start of operation of this power plant.

As a reminder, according to a Greenpeace Ukraine report, Russian attempts to lay a new power line for the illegal restart of the Zheleznodorozhny NPP have become apparent. Relevant work is ongoing in the occupied Ukrainian territories.
