The Government explained how residential heat meter readings would be recorded in payment documents

In connection with the effectiveness of the Law of Ukraine "On Commercial Metering of Heat Energy and Water Supply", the Cabinet of Ministers has provided explanations as to how heat and water would be metered according to the new law.

This is reported on the page of the Government Portal in Facebook, as informed by EP.

"One of the main myths is that the law allegedly allows to ignore readings of individual (residential) meters. In actual fact, as regards apartment buildings, the law designates two types of metering stations for heat energy, cold and hot water: commercial metering station (building-level) and distribution metering stations (residential)", is said in the message.

It is stated that the commercial metering station is designed for measuring the entire heat energy / water volume consumed by the building.

In other words, the amount of heat energy or water consumed by all the consumers within the building will be determined on the basis of the readings of its meters.

This volume should be distributed between the consumers within the building - i.e. it needs to be determined who and how much services has consumed and how much the consumer should pay for them. Residential meters will be used just for this purpose.

As emphasized in the message, the law also provides for the following basic distribution principle: the volume determined by the building-level station will be distributed between the consumers in proportion to the readings of their residential meters.

Such approach removes the problem of "difference in readings" (difference between the summary readings of residential meters and readings of the building-level meter due to the different accuracy class), as well as the problem of losses as a result of water leakages from the internal building networks through their poor condition.

"Hence, the law further provides for using readings of residential meters in settlements for utility services", emphasized in the message.

It is a reminder that on June 22, 2017, the Verkhovna Rada approved mandatory installation of water and heat meters.
