A draft law on transparency of extractive industries registered in the Verkhovna Rada

Earlier, it was expected that this draft law will be voted on in the first quarter of 2020

A draft law amending certain legislative acts of Ukraine to ensure transparency of extractive industries was registered in the Verkhovna Rada. The document received the registration number 3790 dated 3 July 2020.

The final round of the online discussion of amendments to the Extractive Industries Transparency Law took place on 19 June. Representatives of the parliament, civil society (in particular, DiXi Group), associations of extraction companies and the EITI National Secretariat endorsed on the whole the draft Law of Ukraine amending certain legislative acts of Ukraine to ensure transparency of extractive industries. As reported earlier, this year Ukraine will publish Extractive Industries Transparency Initiative Reports for 2018 and 2019, and the future reports will be released via an online platform.

The Energy Ministry proposes to put together a team of experts and initiate a meeting at the Energy Ministry to discuss urgent EITI-related matters, including gender aspects and simplification of reporting procedures for extraction companies by way of simplification, unification and digitalization of report filing.

Ukraine has already released three reports for 2013, 2014-2015, and 2016. The report for 2017 has been significantly delayed, because the State Tax Service (STS) was late with providing data for every extraction company to the EITI’s Ukrainian Secretariat.
