Ukraine did not have time to launch 1 GW of electricity generation

31 December 2024

President Volodymyr Zelenskyy promised new capacities

Ukraine failed to launch 1 GW of electricity generation in 2024, as announced by President Volodymyr Zelensky at the end of 2023. This is stated in the Forbes article.

By the end of 2024, only about 30% of the planned volume of shunting power plants with a total capacity of 1 GW had been implemented.

In addition, of the approximately 300 MW of new installed capacity, only half is actually operating – about 150 MW, claims Andriy Gerus, chairman of the Verkhovna Rada's energy committee.

The operating capacities are distributed as follows:

- The GTS operator launched gas plants with a capacity of 50 MW;
- NNEGC "Energoatom" installed an American gas turbine with a capacity of 28 MW;
- private companies installed small plants (up to 1 MW each) with a total capacity of 22 MW.

According to Olena Zerkal, the head of the UNDP critical infrastructure restoration project, the incomplete implementation of the project is explained by the fact that the process of implementing new capacities requires at least a year.

This time is needed to coordinate documentation; search for suitable turbines; develop project documentation; connect equipment; and train personnel.

At the same time, Andriy Zhupanin, Deputy Chairman of the Parliament's Energy Committee, assesses 2024 as an important stage in the development of the industry. At least 500 MW of additional gas capacity is planned to be connected by 2025.

Also, during the period June-November 2024, banks opened credit lines worth UAH 8 billion to support projects to develop electricity generation. These funds should ensure the creation of an additional 400 MW of capacity.

According to experts, although distributed gas generation will not be able to fully ensure energy stability in the winter of 2024/2025, it creates the foundation for reliable energy supply in subsequent winter periods, especially for 2025/2026.

As reported by "Ukrainian Energy", the government approved the attraction of a loan from the EBRD in the amount of 180 million euros under a state guarantee for the participation of JSC "Ukrainian Railways" in the creation of a nationwide distributed generation system.

The government promotes the development of distributed generation. Relevant permitting procedures have been simplified for businesses and citizens and financial incentives have been created
