Parliamentary Committee Rejects Initiative to Make Information About Tariffs Formation More Transparent

The Parliamentary Committee for Environmental Policy, Nature Management and Liquidation of Consequences of the Chorbobyl Disaster has rejected the Draft Law “On Introducing Amendments to the Law ‘On Peculiarities of Access to Information in the Fields of Electric Power Supply, Natural Gas Supply, Heat Supply, Centralized Hot Water Supply, Centralized Drinking Water Supply, and Water Drainage’”.

In particular, the Draft Law envisaged the provision of housing and utility service consumers with more information about the operations of housing and utility service monopolies. Consumers would now be able to understand the formation and the structure of the cost of housing and utility services.

“The discussion’s participants have noted that the respective expenses associated with such works may be covered either by the State or through the rise of relevant tariffs, which will result in higher expenses for the State or the consumers. The respective financial and economic analysis and the substantiation of the Draft Law are missing as of today,” the notification says.

The Committee’s members have also noted that higher accessibility of the respective information for the population has to be aligned with requirements of the Convention on Access to Information, Public Participation in Decision-making and Access to Justice in Environmental Matters (Aarhus Convention).

The Parliamentary Committee for Environmental Policy, Nature Management and Liquidation of Consequences of the Chorbobyl Disaster has found it expedient to return the Draft Law for its further elaboration.
