The President spoke at the opening of the International Conference on the Reconstruction of Ukraine URC 2025 in Rome, where he called for the formation of a Reconstruction Coalition
We must focus on energy and together overcome the energy challenges of next winter.
President of Ukraine Volodymyr Zelenskyy stated this during his speech at the opening of the International Conference on the Reconstruction of Ukraine URC 2025 in Rome.
“Let’s focus on energy. Putin has only two real allies: terror and winter. We must confront both of them,” the President of Ukraine noted. “We have already gone through three winters during a full-scale invasion. And we thank everyone who helped us. We must continue to work together to get through the next winter as well.”
Volodymyr Zelenskyy also called on conference participants to form a Recovery Coalition, develop a clear reconstruction plan, and create a special Recovery Fund.
"We need to create a coalition for recovery now. Let this very moment be its beginning. Now we have a real opportunity to launch a new wave of progress. We need a Marshall Plan-style approach, and we need to develop it together. We must clearly agree that frozen Russian assets should be directed to the recovery of Ukraine. It is necessary to use the assets themselves, and not just the income from them, and much more actively than now, to save people's lives. We also need a clear system of reconstruction - a special recovery fund and financing at different levels: for the state budget of Ukraine and local communities," Zelenskyy said.
He added that, amid increasing attacks from Russia, "we should not have a shortage of funding for the production of drones. We should reach a level where the Ukrainian air defense and drone industry is supported by more than 30 countries and hundreds of companies not only from Ukraine, but also from Europe, the United States and other countries."
As reported by "Ukrainian Energy", the Netherlands is allocating 300 million euros to Ukraine for reconstruction. 52 million euros are reserved for energy infrastructure and water supply.
