EIB provides EUR 120 million for the restoration of Ukrhydroenergo

The European Investment Bank provides Ukrhydroenergo with credit resources for the targeted rehabilitation and modernization of Ukrainian hydroelectric power plants

The European Investment Bank is providing 120 million euros to Ukrhydroenergo as part of a loan agreement for its recovery, the company reported.

It is noted that the corresponding agreement on the first tranche was signed on July 10 in Rome on the sidelines of the URC2025 Ukraine Recovery Conference. The total amount of the loan is 200 million euros, which will be provided under two or more financial agreements.

The European Investment Bank is providing Ukrhydroenergo with credit resources for the targeted restoration and modernization of Ukrainian hydroelectric power plants. Part of the funds are planned to be used for the restoration of three hydroelectric power plants damaged by Russian terrorist attacks. The rest is planned to be used for urgent emergency work in case of possible new damage to other Ukrhydroenergo facilities.

The report states that the provision of this loan was made possible thanks to a financial guarantee from the European Commission under the new Ukraine Facility program. This flagship EU program with a budget of €50 billion (for 2024-2027) is designed to provide sustainable support for the recovery, reconstruction and modernization of Ukraine.

The guarantee agreement with the EU allowed the EIB to commit to investing significant amounts of money in Ukraine’s energy sector and other critical projects, despite military risks. The loan for Ukrhydroenergo was one of the first projects under the Ukraine Facility, and its successful implementation sets an important precedent.

With this €120 million loan to Ukrhydroenergo, we are helping to restore the critical hydropower infrastructure that provides millions of Ukrainians with clean and reliable electricity. This is not just an investment in energy security - it is an investment in people, in stability and in the sustainable development of Ukraine," said Theresa Chervinska, Vice-President of the European Investment Bank.

For Ukrhydroenergo, this financial agreement is not only about restoring the destroyed. It is about the perspective and the future. This will help the company strengthen its hydropower infrastructure, make it more resilient to threats, and adapt to modern challenges.

For the first time in its history, Ukrhydroenergo receives a loan under the guarantees of the European Union. This is an important credit of trust to Ukrhydroenergo as a reliable partner capable of acting effectively even in wartime. We care about the continuity of all processes - from daily management to the implementation of strategic projects.

As reported by "Ukrainian Energy", the EIB has signed agreements for almost 600 million euros to finance new projects. The financing package from the European Investment Bank and the European Commission covers hydroelectric power plants, district heating for communities, etc.
