In particular, 600 million euros will be allocated to energy, transport and production
European Commission President Ursula von der Leyen announced a new €2.3 billion package on Thursday, July 10, to support Ukraine's recovery and reconstruction efforts.

"Today, the EU confirms its role as Ukraine's strongest partner. Not only its main donor, but also a key investor in its future. By signing agreements worth €2.3 billion, we aim to unlock up to €10 billion in investment to rebuild homes, reopen hospitals, revive businesses and ensure energy security. This is solidarity in action. Ukraine is getting closer to the EU every day - in energy, education, roaming and culture. Europe stands with Ukraine - today and tomorrow," von der Leyen said during her speech at the Ukraine Recovery Conference in Rome.
The new package of agreements worth €2.3 billion signed with international and bilateral public financial institutions under the Ukraine Investment Framework includes €1.8 billion in loan guarantees and €580 million in grants. The package is expected to mobilise up to €10 billion in investment in Ukraine.
In particular, these funds will be directed to:
- support for small and medium-sized businesses (500 million euros in the form of guarantees and grants);
- large-scale private sector projects in key sectors such as energy, transport and manufacturing (€600 million);
- municipal infrastructure in war-affected areas, including healthcare, urban mobility and housing (€520 million);
- to stabilize Ukraine's power grid, restore renewable energy capacity and increase energy efficiency (EUR 265 million);
- repair and reconstruction of critical infrastructure, including housing, hospitals and medical facilities (EUR 310 million).
With the launch of these new investment programmes, the EU's total commitments under the Ukraine Investment Framework now stand at €5.7 billion. These commitments are expected to leverage over €18 billion in investment.
As Ukrinform reports, the 4th Conference on the Restoration of Ukraine is underway in Rome on July 10-11, bringing together about 5,000 participants. The event, jointly organized by the governments of Ukraine and Italy, is attended by almost 100 government delegations and 40 delegations from international organizations, including financial ones. Various events are planned on the sidelines of the conference, with the participation of both politicians and representatives of about 2,000 businesses, local authorities, and civil society.
URC has been held since 2022, with previous conferences in Lugano, London, and Berlin. The event is considered the most important international event dedicated to the restoration, reconstruction, and modernization of Ukraine.
As Ukrainian Energy reported, President Zelenskyy spoke at the opening of the International Conference on the Reconstruction of Ukraine URC 2025 in Rome, where he called for the formation of a Recovery Coalition, the development of a clear reconstruction plan, and the creation of a fund.
