The government bans exports of gas, coal, fuel oil and firewood in 2023

The Cabinet of Ministers maintained zero quotas for the exportation of natural gas of Ukrainian origin and fuel oil for 2023, banned the export of anthracite, and increased the quota for the exportation of coking coal.

According to the Resolution No. 1466 dated 27 December 2022 published on the Government Portal, the following export quotas for energy products were introduced for 2023:

• natural gas of Ukrainian origin – 0 cub. m. (kWh);
• hard coal, anthracite; briquettes, pellets and similar types of solid fuel obtained from hard coal – 0 tons;
• liquid fuel (fuel oil) – 0 tons;
• fuel wood in the form of logs, billets, knots, brushwood, branches or in similar forms; wood chips or shavings - 0 tons;
• coking coal (only K grade) – 600,000 tons.

Resolution No. 1466 entered into force on 1 January 2023.

As Ukrainian Energy reported, the government has banned natural gas market participants from 4 March 2022 to export natural gas from the customs territory of Ukraine, in particular, natural gas in gas storage facilities of Ukraine in the customs warehouse mode. This ban of the Cabinet of Ministers did not apply to the transit of gas through the territory of Ukraine.

In September 2022, the Cabinet of Ministers established an annual quota for the exportation of hard coal, anthracite; briquettes, pellets and similar types of solid fuel obtained from hard coal (except coking coal) in the amount of 100,000 tons.

In early November, the government lifted a ban on the exportation of coking coal that is not used for thermal generation. At the beginning of September, the Cabinet of Ministers added coking coal to the list of goods whose exports are prohibited.
