Power outages lasted up to 2,000 hours in 2024

Electricity consumption restrictions for the population were in place for a total of 1,951 hours in 2024 across Ukraine or in the vast majority of regions. This is 22% of the hours of the year

In total, planned power outages for the population lasted 1,951 hours in 2024. This was reported by the website of the DiXi Group analytical center, referring to summarized data published on the Energy Map portal.

These are only planned household stabilization outages implemented in all regions of Ukraine or in the vast majority of them (over 50%). Hourly outage schedules (HOS) that were in effect in one or more regions were not included in the calculations.

By order of NPC Ukrenergo, distribution system operators (oblenergo) were forced to introduce measures to limit electricity consumption after three waves of massive Russian attacks on energy infrastructure, which began on March 22, 2024. As a result of these attacks, there is a deficit in Ukraine's energy system.

To compensate for the deficit, the transmission system operator Ukrenergo provided electricity imports and emergency assistance from European Union countries, and from April 18, it introduced consumption restrictions for industry and business.

Since May 16, after damage to energy facilities caused by the following two attacks, as well as due to worsening weather conditions, hourly electricity outage schedules (HOU) began to be applied to household consumers.

In June, the deficit in the power system increased due to three new waves of massive attacks by Russia, combined with rising temperatures and scheduled repairs of individual nuclear power units. In total, power outages for household consumers were applied for 28 days in June and lasted a total of 66% of the hours of the month. Therefore, the population did not have power outages for only 2 days in June.

July was the month with the longest outages of the year – 582 hours, or 78% of the hours of the month. At the same time, outages were in effect 24/7 for 18 days in July. June and July were the months with the highest electricity imports into the Unified Energy System (UES) of Ukraine. However, this was not enough to fully compensate for the capacity deficit in the power system.

After the 9th massive Russian attack on August 26, 24-hour power outages lasted for 11 consecutive days, from August 27 to September 6. Power outages were not limited in October and the first half of November. However, after the 10th and 11th enemy strikes, which occurred on November 17 and 28, respectively, the outages returned.

On December 13 and 25, the 12th and 13th massive attacks occurred, respectively, which led to another return of the HPV, which was in effect until almost the end of 2024. In December, outages for the population lasted a total of 36% of the hours of the month. In total, in 2024, electricity consumption restrictions for the population were applied for 1951 hours throughout the territory of Ukraine or in the vast majority of regions. This is 22% of the hours of the year.

Starting from June 2024, consumers in each region who are not included in the list of critical infrastructure facilities and enterprises importing a certain amount of electricity have been divided into six queues. A queue is a group of subscribers with a certain level of electricity consumption. Starting from December, each queue has also been additionally divided into two sub-queues.

The largest volume of electricity consumption restrictions during a power outage is 4 queues simultaneously, most often 3. On average, during 2024, Ukrenergo simultaneously limited 2 queues of consumption.

For comparison, in 2022, power outages began in the second half of October and lasted until mid-February 2023, a total of about four months. At the same time, the outages were mostly 24/7, and the number of queues was determined by the distribution system operators (oblenergo) independently, in accordance with Ukrenergo commands.

Power outages due to massive hostile attacks have become an important indicator of the vulnerability of the power system and have highlighted the critical need for its restoration, transformation towards the development of decentralized generation, and protection against further attacks, DiXi Group emphasizes.

As reported by "Ukrainian Energy", 2024 became one of the most difficult years for the Ukrainian energy system due to massive attacks by Russians, said Energy Minister Herman Galushchenko. Despite this, energy workers managed to maintain the integrity and stability of the energy system.
