Ukrenergo intends to establish the same principles for applying hourly outage schedules for the population in all regions.
The updated "Instructions on the preparation and application of hourly electricity outage schedules", approved by order of the Ministry of Energy of Ukraine No. 439 dated November 27, 2024, aims to establish the same principles for the application of hourly outage schedules for the population in all regions. Details of the instructions are explained by NPC Ukrenergo.
For household consumers:
- each queue of hourly outage schedules (HWS) will be additionally divided into two subqueues – for a more accurate and even distribution of restrictions between regions and within each region. For example, if the power outage of one queue is too much – the dispatcher may give a command to power out 0.5 queues, or 2.5 queues – if 2 queues are not enough;
- up to 30 minutes are officially allowed for disconnecting and reconnecting power to subscribers;
- GVW in all regions will be unified, adhering to the principles of equality and fairness. Each group of consumers in each region, determined by the distribution system operator (oblenergo), will receive a clear time when restriction measures will be applied to it. Taking into account the most fair distribution according to the criteria of day/night, weekday/weekend.
Energy experts emphasize that since it is impossible to completely equalize the duration of outages in each group during the day, the final equalization of the duration of power outages will take place at the end of the week. And, as before, the distribution system operators (oblenergo) will be responsible for this.
A GWP queue is a group of residential and business consumers who consume a certain number of megawatts. The entire volume of restrictions during the application of hourly outage schedules is divided into 6 equal queues.
Critical facilities that must be provided with priority power supply in accordance with the established minimum load are not included in the GPV. The list of such facilities is approved by the regional and Kyiv city military administrations.
For industry and business - control over the application of capacity limitation schedules (GOP) for industry is being strengthened. If enterprises/legal entities do not comply with the order to apply GOP, distribution system operators (oblenergo) must independently apply emergency shutdown schedules to those consumers connected to their networks. And the transmission system operator must apply an emergency shutdown schedule (GAV) to those consumers connected to the main networks.

Ukrenergo reminds that in wartime, due to systematic enemy attacks on energy facilities, not only hourly, but also emergency power outages are possible.
