The Energy Community has a positive attitude towards the process of rapprochement between Ukraine and the EU
The draft law on the unification of the energy markets of Ukraine and the EU registered in the Verkhovna Rada is a positive step forward. And with its adoption, Ukraine will be able to complete the transposition of the European Integration Package in the field of electricity.
Artur Lorkovskyi, director of the Secretariat of the Energy Community, told Ukrinform about this.
"Through the Energy Community, the European Union offers Ukraine what can be described as accelerated integration into the EU electricity market, the day-ahead market and the intraday electricity market, while Ukraine is treated in the same way as a member state," said Lorkovsky. The next steps depend on further progress in Ukraine, and relevant legislation has already been submitted to the Verkhovna Rada. The draft law, registered at the beginning of October, is currently our main priority on the way to full integration with the EU energy market (this is the draft law "On Amendments to the Laws of Ukraine on the Unification of the Electricity Markets of Ukraine and the European Union" under No. 12087 - ed. )", - noted the director of the Secretariat of the Energy Community.
At the same time, due to the war, the situation on the gas market is somewhat different. It does not function as it did before the war. In fact, it was suspended. Therefore, the progress in reforming the gas market cannot be compared with the electricity market, which has undergone much greater development, Lorkovskyi said.
Currently, relevant recommendations regarding the reform of the gas market are being discussed with Ukraine, taking into account the possibility of exporting biogas.
"Our goal is to find a way that will gradually adapt Ukraine to the legislation of the EU and the Energy Community, while creating space for investors who want to enter the gas market of Ukraine, including the biogas sector," Lorkovsky said.
On October 3, a group of People's Deputies registered the draft law "On Amendments to the Laws of Ukraine on Unification of the Electricity Markets of Ukraine and the European Union." The provisions of the draft law provide that the decisions of the EU Agency for the Cooperation of Energy Regulators (ACER) will be binding for the national energy regulator (NERCP) and market participants.
The main conditions for connecting the RDN/VDR markets, the functions, rights and obligations of the nominated market operator, the main functions of the central counterparty and the trading agent are also determined. Provisions regarding the possibility of interstate balancing, cross-border exchange and/or joint use of power reserves for frequency regulation are expected to be established.
