The Ministry of Energy has made changes to the power outage schedule

The maximum single duration of a power outage when using hourly power outage schedules cannot exceed 6 hours.

The Ministry of Energy has amended the Instructions on the compilation and application of the General Power Distribution Plan in order to ensure a fair and uniform order of distribution of the use of available capacity and electricity among consumers.

The corresponding order of the Ministry of Energy dated November 27, 2024 No. 439 entered into force on December 3, 2024, according to the press service of the Ministry of Energy.

Thus, for the period of martial law and for 12 months after its termination or cancellation, the following rules apply:

● the maximum single duration of a power outage during the use of HPV cannot exceed 6 hours. The possible deviation cannot be more than 1 hour regardless of the outdoor temperature;

● the subsequent period of power supply to consumers after the shutdown must be at least 2 hours, excluding the switching time. In this case, the switching time must not exceed 30 minutes.

Critical facilities that must be provided with priority energy supply in accordance with the established minimum load are not included in the GPV. These facilities are included in the relevant lists of facilities with priority energy supply, which are approved by the regional and Kyiv City State Administrations (military administrations).

Participation in the GPP of facilities supporting the life of settlements is decided for each facility together with the regional, Kyiv City State Administrations (military administrations) and the territorial body of the State Energy Supervision Agency.

In the event of a disruption in the operation of the Unified Power System (UPS) of Ukraine due to a shortage of electrical power and/or a violation of the maximum power flows or an unacceptable overload of equipment, in order to balance the operation of the Unified Power System of Ukraine:

● all distributed generation that can be used for operation as part of the Unified Energy System of Ukraine must be included in operation;

● schedules of limiting electric power consumption are applied in full in accordance with the requirements of the Instructions on the preparation and application of schedules of limiting and emergency disconnection of consumers, as well as emergency systems for reducing electricity consumption;

● in case of insufficiency of the introduced volumes of distributed generation and the volumes of the applied schedules of limiting electric power consumption or insufficient efficiency of their introduction, GPV is applied.

What the adopted changes provide:

● The updated mechanism for regulating hourly consumer disconnection schedules will be more flexible and controllable;
● Changing the distribution into uniform queues and subqueues will allow for disconnecting fewer consumers when applying the HPV;
● Thanks to unification, a single distribution mechanism will be applied in all regions, disconnections will be more uniform and fair - in a clear order.

Distribution system operators must adapt their schedules in accordance with the updated instructions. Updates to schedules will be announced additionally.

As "Ukrainian Energy" reported, оn Monday, the scope of the application of restrictive measures in some regions changed. From 10:00 in Kyiv, Kyiv, Cherkasy, Chernihiv, Zhytomyr, Odesa, Poltava, Dnipropetrovsk, Vinnytsia, Chernivtsi and Kirovohrad regions - two queues of shutdowns are being forcibly applied simultaneously.
